Article 4 the party's organizational work shall follow the following principles:

Chapter II leadership system and responsibilities

Article 5 the organizational work adopts a leadership system in which the Party Central Committee exercises centralized and unified leadership, Party committees (Party groups) at all levels exercise leadership at different levels and classifications, the organizational departments are responsible for it, and the relevant parties perform their respective duties and cooperate closely

the Party Central Committee and local Party committees set up organization departments, and Party organizations at all levels of Party and government organs, people's organizations, state-owned enterprises and institutions set up organizational work institutions or full-time jobs, which are specifically responsible for organizational work

the Central Organization Department guides the work of the organization departments at all levels, and the superior organization department guides the work of the subordinate organization departments

Article 6 the Party Central Committee decides on the line, principles and policies of organizational work, formulates important inner-party regulations and normative documents for the three groups not to commit crimes at ordinary times, makes decisions on major strategies, major reforms, major measures and major matters of organizational work, comprehensively leads the construction of the party's organizational system, cadre work and talent work, and recommends, nominates and appoints and dismisses cadres in accordance with relevant regulations

the Party Central Committee generally holds a national organization work conference every five years to make a comprehensive deployment of the organization work for a period of time

Article 7 local Party committees are responsible for the organizational work in the region. The main responsibilities are:

(I) implement the party's organizational work line, principles and policies, implement the decision-making, deployment and instruction requirements of the Party Central Committee and higher-level party organizations on organizational work, formulate inner-party regulations and normative documents for organizational work in accordance with the authority, and study and deploy major issues and important work in the organizational work of the region

(2) to lead the organizational work of the party at the same level, such as the people's Congress, the government, the CPPCC, supervisory organs, judicial organs, procuratorial organs, people's organizations, and guide, urge, and inspect the organizational work of lower Party organizations

(III) lead the construction of the party's organizational system in the region and strengthen the construction of grass-roots party organizations and the ranks of Party members

(4) appoint, remove and manage cadres according to the authority of cadre management, and recommend important cadres to local state organs, CPPCC organizations, people's organizations, state-owned enterprises and institutions

(V) implement the strategy of strengthening the country with talents, coordinate relevant parties to jointly participate in and promote the talent work in the region

(VI) complete other tasks assigned by the Party Central Committee and higher-level party organizations

the leadership responsibility of the Party group for the organizational work of the unit shall be implemented in accordance with relevant regulations

Article 8 the main responsibilities of the central organization department and the local Party Committee Organization Department are:

(1) under the leadership of the Party Central Committee and the Party committee at the same level, it is specifically responsible for implementing the party's organizational work line, principles, policies, decisions and arrangements, formulating and drafting Party regulations and normative documents for organizational work according to authority and division of labor, and promoting the implementation of the organizational system

(2) study important theoretical and practical issues of organizational work, put forward policy suggestions to improve the system and mechanism, and provide reference for the decision-making of the Party Central Committee and the Party committee at the same level

(III) be responsible for the construction of the party's organizational system and strengthen the construction of grass-roots party organizations and the ranks of Party members

(IV) be responsible for the unified management of cadre work and cadre team, and be responsible for the specific work related to the construction of the leading group according to the authority and division of labor of cadre management

(V) be responsible for the guidance and coordination of talent work and talent contact services

(VI) be responsible for the unified management of the work of civil servants

(VII) be responsible for the unified management of the work of retired cadres

(VIII) unified management organization establishment committee office

(IX) complete other tasks assigned by the Party Central Committee and the Party committee at the same level

Chapter III construction of the party's organizational system

Article 9 adhere to the Marxist principle of Party building, improve and maintain the centralized and unified organizational system of the party, improve the organizational system that links up from top to bottom and implements effectively, realize the full coverage of the party's organization and work, and constantly enhance the party's political leadership, ideological guidance, mass organization and social appeal

Article 10 establish and improve all kinds of Party organizations at all levels in accordance with the provisions of the party constitution, and form a strict organizational structure, including the party's central organization, local organization and grass-roots organization, including the party's discipline inspection organ, the party's working organ and the Party group, vertically to the bottom and horizontally to the edge

adapt to the development and changes of the situation and tasks, and timely adjust and optimize the setting of the party organization. A temporary party organization may be established in accordance with the relevant provisions of an institution temporarily established to perform a certain task. Unless otherwise specified, the subordinate relationship of grass-roots party organizations is generally standardized and straightened out in accordance with the principle of territorial management

Article 11 the Central Committee, the Political Bureau of the CPC Central Committee and the Standing Committee of the Political Bureau of the CPC Central Committee are the brain and center of the party's organizational system, and they should set the direction, plan the overall situation, set policies and promote reform in promoting the cause of socialism with Chinese characteristics. Adhere to and improve the party's leadership system, improve the leadership system of the Party Central Committee for major work, improve the implementation mechanism for promoting the decision-making and deployment of the Party Central Committee, and strictly implement the system of asking for instructions and reporting to the Party Central Committee

Article 12 local Party committees play a leading role in commanding the overall situation and coordinating all parties in the region, comprehensively leading the economic and social development of the region, taking full charge of the party building in the region, and performing the duties of taking direction, managing the overall situation, making decisions and ensuring implementation. Adhere to and improve the working system of the party's local organizations, improve the mechanism of deliberation, decision-making and supervision, enhance the overall function, improve the level of leadership, and build the party's local organizations into strong organizations that resolutely obey the command of the Party Central Committee, have strict management, strong supervision, team unity, and a pure atmosphere

Article 14 the Party group plays a leading role in the unit and performs its duties of steering, managing the overall situation and ensuring implementation. Adhere to and improve the working system of the Party group, improve the working rules and decision-making mechanism, adhere to the same planning, deployment, promotion and assessment of Party construction and business work, urge and promote the leadership of the unit to implement the decisions of the Party group in a timely and comprehensive manner in accordance with the articles of association, and ensure that the party's theory, line, principles and policies are implemented in the unit

Article 15 focus on building a team of Party members with firm faith, political reliability, reasonable structure, good quality, strict discipline and outstanding role, and do a good job in the education, management, supervision and service of recruiting party members and Party members

in recruiting party members, we should put political standards in the first place, strictly control procedures and ensure the quality of new recruits in accordance with the general requirements of controlling the total amount, optimizing the structure, improving quality and playing a role. We should strengthen the construction of the contingent of activists who join the party, and strengthen the education and training of development targets and probationary party members

Party member management should strictly do a good job in Party membership management, organizational relationship management, Party fee collection and use management, daily supervision, organization and disposal, and strengthen and improve the management of mobile party members. In combination with the actual situation of Party members from different groups, organize and guide Party members to give full play to their pioneering and exemplary role

strengthen inner-party incentives, care and assistance, protect the democratic rights of Party members, carry out inner-party commendation, and do a good job in caring for and serving party members

Article 16 adhere to democratic centralism, improve and develop inner-party democracy and implement relevant systems of correct centralism. Adhere to the system of Party congresses, improve the inner-party election system, and implement the tenure system of Party congresses and the tenure system of Party organizations at all levels. Establish and improve a complete organizational system including organizational setup, organizational life, organizational operation, organizational management, organizational supervision, etc., and improve the Party committee (leading Party group) to implement the system of comprehensively and strictly governing the main body of the party

Article 17 strictly implement the "several guidelines on inner party political life under the new situation", adhere to and improve the system of democratic life meeting and organizational life meeting, and improve the theme of "three meetings and one lesson"
