regulations on the quality management of military products

(approved by the State Council and the Central Military Commission on May 25th, 1987, and issued by the Commission of science, technology and industry for national defense on June 5th, 1987)

Chapter I General Provisions

Article 1 These Regulations are formulated for the purpose of implementing comprehensive and effective quality management in the research and production process of military products

Article 2 These Regulations apply to enterprises and institutions that develop and produce military products (hereinafter referred to as manufacturing units) and units that order military products (hereinafter referred to as user units)

the military products mentioned in these Regulations refer to weapons and equipment, ammunition and their supporting products

Article 3 the relevant competent department of the State Council shall assess the quality assurance system of the manufacturing unit in accordance with the provisions of these regulations; Only those who pass the examination can undertake the development and production of military products

Article 4 the user unit may send military representatives to supervise the manufacturer's implementation of the quality assurance provisions of the contract. " Military representatives must perform their duties in accordance with relevant state regulations

Article 5 when signing a contract with the user, the manufacturer shall strictly implement the national standards, national military standards or professional standards (hereinafter referred to as quality standards)

if both parties reach an agreement through negotiation, the enterprise standard can also be adopted. However, enterprise standards shall not conflict with national standards and national military standards. Chapter II quality assurance system article 6 the manufacturing unit shall establish and improve the quality assurance system

Article 7 the manufacturing unit must establish and improve the quality system. The head of the factory (Institute) is fully responsible for the quality work of the unit, and should clearly specify the quality responsibilities of the business and technical departments and personnel of the unit

Article 8 the manufacturing unit shall set up a quality assurance organization as required. The quality assurance organization exercises its functions and powers under the leadership of the plant (Institute) head

Article 9 the main responsibilities of the quality assurance organization are:

(I) coordinate and evaluate the quality responsibilities of the business and technology departments according to the provisions of the quality system

(II) organize the preparation of quality assurance documents, review and countersign relevant technical and management documents

(III) participate in new product scheme demonstration, design and process review, large-scale test, technical appraisal and product finalization, and implement effective technical state control

(4) while organizing the implementation of quality assurance documents, the quality responsibilities of inspection, testing, measurement and other relevant personnel shall be supervised and evaluated regularly

(V) supervise the production site, manage the inspection seal, inspect the product quality and ensure that the delivered products meet the contract requirements according to the technical data and quality assurance documents

(VI) supervise and inspect the implementation of quality standards to ensure that the measurement value of measuring instruments is consistent with the measurement benchmark

(VII) be responsible for the management of nonconforming products, check and supervise the implementation of relevant corrective measures

(VIII) participate in the investigation and confirmation of the quality assurance system of the suppliers of purchased equipment (including raw materials, finished parts, components, the same below), review the list of qualified equipment suppliers, and be responsible for reinspecting the quality of incoming equipment

(IX) be responsible for quality information management, assess quality indicators, participate in the analysis of quality costs, and grasp the trend of quality changes

(x) negotiate and formulate quality education and training plans, and organize mass quality management activities

(XI) organize the technical service after the products leave the factory

(XII) prepare inspection procedures and study inspection technology. Article 10 quality personnel have the right to report quality problems beyond their level

no unit or individual shall retaliate against the staff members who report quality problems beyond their superiors

Article 11 the manufacturing unit shall prepare a quality management manual in combination with the actual situation of the unit

The quality management manual shall include the following contents:

(I) guidelines, policies and objectives of quality management

(II) quality assurance organization and its responsibilities, and the quality responsibilities of all business and technical departments

(III) quality control procedures and standards during product development and production

(IV) management of nonconforming products, failure analysis and corrective measures

(V) quality information transmission and processing procedures

(VI) preparation, issuance and modification procedures of quality assurance documents

(VII) qualification examination methods for quality staff

(VIII) mass quality management activities, as well as inspection, evaluation, reward and punishment methods

(IX) other relevant matters

the compilation of quality management manual should adhere to the principles of directionality, systematization and inspectability

Article 12 If the manufacturing unit accepts the development task, it shall prepare a Reliability Assurance Outline; A quality assurance program shall be prepared for those who accept production tasks

the manufacturing unit shall formulate an annual quality plan and implement objective management. Chapter III quality management of the development process Article 13 the manufacturing unit must ensure that the design of the product and the quality of its manufacturing process meet the requirements of the development task (or technical agreement) and the contract

Article 14 the manufacturing unit shall formulate specific development procedures, clearly divide the development stages and implement phased quality control according to relevant regulations and product characteristics

new technology and equipment must be fully demonstrated, tested and identified before new product design can be introduced. Important parts (assemblies) and new finished parts must be inspected, tested and qualified before being installed for complete machine test

Article 15 the manufacturer shall formulate design and test specifications according to quality standards and in combination with product characteristics

Article 16 product design shall, in accordance with the requirements for the tactical and technical performance and economic benefits of products, use reliability technology, maintainability technology and optimization design technology to carry out systematic analysis and comprehensively select the best

Article 18 for the unit parts (characteristics) of complex weapons and equipment, a detailed list of key parts (characteristics) and important parts (characteristics) shall be prepared. Article 19 the manufacturing unit must establish a three-level review and signing system for the proofreading, review and approval of drawings and technical documents, a process and quality countersignature system, and a standardized inspection system to ensure that the design drawings, process documents and technical archives are complete, accurate, coordinated, unified and clear

Article 20 during the trial production and test of new products, the manufacturer must ensure that the quality characteristics of products are consistent with the provisions of relevant documents, strictly control the change of technical status, check the preparation status before trial production and test, perform the first article identification procedure, and organize product quality evaluation

Article 21 the manufacturing unit shall finalize the design of new products in accordance with relevant regulations. The complete set of technical data for product finalization must include the list of qualified equipment suppliers, quality assurance specifications and standards, design drawings of special testing equipment, key parts (characteristics), important parts (characteristics) project list, etc. Chapter IV quality management of production process Article 22 the manufacturing unit must ensure that the product quality conforms to the provisions of the design process documents and the requirements of the contract

Article 23 production operations must meet the following requirements:

(I) process documents, operation instructions and quality assurance documents meet the design and contract requirements

(II) production and test equipment and process equipment are qualified

(III) raw materials, components, products in process and finished parts have been identified as qualified

(IV) the working environment meets the regulations

(V) the operator has passed the examination

Article 24 the manufacturing unit shall formulate special technical documents and quality control procedures for special processes

the equipment, instruments, working media and working environment required by special processes must be qualified

Article 25 for key parts (characteristics), important parts (characteristics) and key processes, the manufacturing unit shall prepare special quality control procedures and implement key control

Article 26 the manufacturing unit shall implement a batch management system and establish complete original records

Article 27 the manufacturing unit shall establish a technical status management system. Systematic analysis, demonstration and test must be carried out for the change of the technical status of parts (components), processing procedures, process equipment, materials and equipment, and the approval procedure must be performed

Article 28 the manufacturing unit shall implement the first article self inspection, mutual inspection and special inspection system

Article 29 the inspection and test of products shall be carried out in strict accordance with procedures, specifications and technical standards

the inspected finished products, semi-finished products, products in process and purchased equipment shall have identification marks or certificates of conformity

Article 30 inspectors must pass the qualification examination before they can be issued with inspection seals. Chapter V Management of measurement and testing Article 31 the highest measurement standard of a manufacturing unit shall pass the examination according to law, and apply for compulsory verification in accordance with the provisions to ensure that its quantity value is consistent with the quantity value of the measurement benchmark within the tolerance range

Article 32 measuring instruments and testing instruments and equipment shall meet the accuracy requirements of products or tests, and shall be subject to metrological verification in accordance with regulations, with the words "qualified" or "prohibited" marked in eye-catching positions

Article 33 the accuracy of production frames, fixtures, standard samples, models and other production tooling and testing equipment used to inspect products shall be verified before they are put into use

Article 34 metrological verification personnel shall be subject to qualification examination according to law. Chapter VI quality management of purchased equipment

Article 35 the purchased equipment selected by the manufacturer must meet the requirements of the technical documents and the complete machine system

Article 36 the manufacturer has the right to put forward corresponding quality assurance requirements to the equipment supplier in the contract, inspect and supervise the quality assurance system of the supplier, and send a quality acceptance representative to the supplier if necessary

Article 37 when purchasing newly developed equipment, corresponding quality control procedures and quality systems shall be formulated, focusing on the signing of technical agreement, technical coordination, matching test, re inspection and appraisal, installation and use, etc

Article 38 equipment that has not passed the factory re inspection is not allowed to be put into use

Article 39 the manufacturing unit shall prepare a list of qualified equipment suppliers as the basis for selection and procurement

Article 40 an inter factory (Institute) quality assurance system shall be established for the development and production of complex weapons and equipment

Article 41 the manufacturing unit shall formulate a storage system for purchased equipment

Article 42. Another component of this method is to make full use of our extensive knowledge of the automotive market. Management personnel should be subject to qualification examination. Article 43 The inspectors of the manufacturing unit shall inspect the products in accordance with the provisions of the technical documents and make a conclusion of whether they are qualified or unqualified

Article 44 the quality assurance organization of the manufacturing unit shall deal with nonconforming products in accordance with relevant regulations
